Tony Brewster

Tony’s career started in 1981 with Taylor Woodrow Construction in the UK and he continued to work for building contractors until 1989 when he moved into private practice.

Tony underwent progressive training in the role of Expert Witness during the mid to late 1990’s in London and subsequently acted as quantum expert witness in a number of complex construction disputes in both the High Court and Arbitration. Tony also participated in RICS training in relation to adjudication and was appointed to the UK RICS Panel of Adjudicators in 2000.

Tony has experienced a wide range of projects in the retail, office, industrial, residential and infrastructure sectors, as well as some more unusual projects such as an underground nuclear defence bunker and a human test facility for chemical and biological weapons. Tony has extensive experience in the problems of hospital construction and has been appointed on a number of occasions in a dispute avoidance and resolution role in relation to large general hospital developments.

Tony moved to Australia in 2003, becoming a Director of WT Partnership in 2008. Since arriving in Australia, Tony has continued to provide a quantum expert witness service in both court proceedings and arbitration.

John Deans

Commenced in the Quantity Surveying profession in 1961 as an Articled Pupil with John Laing Construction in the U.K. Worked on site as a QS on major projects in London and the South of England. John qualified as a Chartered Quantity Surveyor in 1967.

John worked as a QS in Kenya from 1967 and was employed initially by the Kenya Government responsible for cost planning and QS Services for all Kenya Government projects in Western Kenya including schools, hospitals and housing. In 1975 John became Chief Quantity Surveyor of a Construction Company specializing in system built construction projects in Kenya, Tanzania, Somalia and Nigeria. Projects included army barracks, low cost housing and factory complexes. In 1979 John became a Director of a Civil Engineering Company specializing in water supply projects and road and bridge projects in East and Central Africa.

John and his family immigrated to Australia in 1982 and he joined Rawlinsons Quantity Surveyors in the same year. He became an Associate of Rawlinsons in 1985 and a Director in 1990. Major projects included the Adelaide Magistrates Court, Westpac Mortgage Processing Centre, National Wine Centre, Hindmarsh Square Serviced Apartments and a number DSTO projects.

In June of 2000, John left Rawlinsons to establish John Deans & Associates Chartered Quantity Surveyors / Construction Cost Consultants.

Jim Ford

Jim commenced his career in construction in 1977 initially based in the UK, he qualified as a Chartered Quantity Surveyor in 1986 and emigrated to Australia in the same year. Since 1986 Jim has been in professional practice and has been based in Brisbane since 1989. He has held senior and management positions including directorships with Ralph & Beattie, Bosworth (Qld) Pty Ltd and Napier & Blakeley Pty Ltd. In May 2002 he established Construction Cost Associates as a specialist property and construction cost consultancy. Jim has significant hands-on experience in cost planning, estimating, contract documentation and contract preparation. Jim also holds a Building Services Authority (Queensland) licence – Builder – Project Management Services (# 1163298).

Qualifications: FRICS,FAIQS, ICECA.
Area of Expertise: Quantity Surveying with an emphasis on costing.
Geographical Availability: Queensland.

Stuart Gray

Mr Stuart Gray has practiced as a Quantity Surveyor for 32 years, 23 of these as Director of Gray Robinson & Cottrell Quantity Surveyors. Stuart has spent a lot of his working career acting as an Expert in resolving large disputes and claims, together with the administration of large projects. Stuart strives to utilise both his experience and expertise to achieve a fair outcome in the resolution of disputes.

Qualifications: B.Sc QS; ARICS, FAIQS, AIArbA, Accredited Mediator, Registered Builder.
Area of Expertise: Building and Engineering Disputes.
Geographical Availability: Queensland.

Rodney Hyman

Rod has been a valuer for more than 40 years and has specialised as an expert witness for more than 15 of those years. He holds qualifications not only from the RICS but is also a Life Fellow of the Australian Property Institute, a Fellow of the New Zealand Property Institute and an Accredited Senior Appraiser of the American Society of Appraisers.

Rod has worked across all jurisdictions in various states from the lowest to the highest courts. He has provided expert evidence in respect to assets as diverse as a diamond mining installation in the Central African Republic, a 60 light Venetian glass chandelier, a Russian submarine and a plastics manufacturing plant in New Zealand.

Qualifications: FRICS, LFAPI, ASA,FPINZ, FAMI, MAICD.

Area of Expertise: Valuation of Plant and Machinery, all types.

John Kendall

Mr John Kendall commenced his career in property valuation with the Australian Taxation Office in 1970 and moved from there into corporate roles, which included directorships with international property groups such as CB Richard Ellis and Colliers International. His valuation experience has covered a wide geographical spread extending to Papua New Guinea, Solomon Islands, New Caledonia and Malaysia. His willingness to embrace challenging tasks has taken him into the valuation of complex and diverse properties such as Dreamwold Theme Park, Brisbane Ansett Domestic Terminal, Bond University, Sheraton Breakwater Casino Hotel and North Lakes Master Planned Community. His has given evidence involving a comprehensive spectrum of property types in various courts of Queensland, New South Wales and Victoria.

Qualifications: MRICS, FAPI, MIAMA, AREI, DDA.
Area of Expertise: Property Valuation with specialist expertise including the areas of Licensed Clubs, Hotels, Motels, Resorts, Maritime, Aviation, Quarries, Tourist Parks, Retail, Commercial, Industrial, Residential, Theme Parks, Golf courses, Sea Bed Leases & Service Stations.

Tony Makin

Tony has over 40 years experience as a quantity surveyor, working on projects ranging from casinos up to $1B, government projects, commercial, fitout and high quality domestic property and site experience on a major civil project.

In recent years, Tony has been active in dispute resolution in all its forms, especially as an expert witness, but also including contributing to the redrafting of the Fast Track Arbitration Rules and Concise Dispute Resolution process and development of a dispute resolution process for a specific issue for a government department.

Qualifications: MRICS,MIAMA, FAIQS, ICECA.
Area of Expertise: Quantity Surveyor, Graded Arbitrator, Nationally Accredited Mediator, Adjudicator under SOP Act (NSW).

Ron Moir

Ron’s career to date in the property and construction industry spans a period in excess of 40
years with almost equal times being engaged within a building and civil engineering contractor
operating throughout the United Kingdom and over the past 24 years being in private practices
with WT Partnership (WTP).

Ron has considerable experience in dispute resolution and litigation having acted as both
“expert witness” and Court appointed “Referee” on a variety of matters in both the Building
and Infrastructure sectors.

As Managing Director for the Australasian businesses of WTP Ron has gained considerable
experience in the different procurement methods throughout Asia and understands the “risk
profiles” applicable to each region and the respective business cultures and work practices.

Qualifications: MRICS, FAIQS, IAMA.

David Radcliffe

David has 50 years experience working on general building, civil engineering, mechanical construction, petrochemical, power generation and railway projects.

David’s experience has been in the UK, West Africa, Southern Africa, Middle East and Australia. The past 20 years have been in private practice in Australia acting as Expert Witness on numerous cases, plus providing Contract Administration services to contractors, commercial entities and government agencies.

David is able to demonstrate practical expertise based on his extensive site based experience, which has included working as a site engineer, programmer and manager in addition to his core profession as a chartered quantity Surveyor

Paul Roberts

Paul has been a professional quantity surveyor for over a quarter of a century; for more than a decade he has specialised in independent expert services on construction and engineering projects. Paul has acted as Expert Witness in Australia & abroad and, in addition to being a Chartered Quantity Surveyor, is experienced in Expert Determination and Adjudication, and holds qualifications in Arbitration & Mediation.

Paul’s expert reports have been tendered to assist tribunals in most Australian jurisdictions and Hong Kong. He has prepared joint expert statements and given oral evidence in court.

Qualifications: AAIQS, FRICS, MCIARB.

Michael Sanig

Michael is an experienced chartered quantity surveyor with more than 25 years of practical experience in the Australian construction industry. He is also a qualified construction lawyer who is admitted to practice law in New South Wales. He has worked for private practices, construction contracting companies and spent than seven years as the National Construction and Equipment Manager for Woolworths Supermarkets.

He is experienced both in pre-contract drafting and advice, post-contract administration, claims drafting, analysis and dispute resolution in the fields of arbitration, mediation and negotiation.

He is a nationally accredited mediator and is a director and honorary treasurer of the Chartered Institute of Arbitrators (Australia).

He has acted as an expert witness across a wide range of building, construction and engineering matters ranging from domestic housing to large scale commercial and infrastructure projects. He is able to handle matters regarding the building and construction costings as well as extension of time claims. He also has experience in matters involving programming.

Robert HC Timmermans

Robert has over 14 years of experience in the property valuation industry of which approximately 10 years in Sydney as at 2011. His experience includes valuing investment property for banks, institutions, private clients, Receivers and Managers and Government bodies; conducting property consultancy and advisory as well as project managing national and state wide valuation assignments. Key Expertise includes valuing non-residential property for investment and other purposes and valuing property for court and legal proceedings.
Robert’s current corporate role is Director Valuation Services at DTZ. He was previously also employed with DTZ in The Netherlands before settling in Australia in 2001

Qualifications: B Com (Prop Econ), CPV, CPP, MRICS, AAPI
Area of Expertise: Property Valuations in the real estate categories of commercial, industrial and retail.
Geographical Availability: Greater metropolitan Sydney.

Russell Welsh

Russell has been a Chartered Quantity Surveyor for thirty five years and specialises in independent expert services on construction and engineering projects.

Russell is included on the RICS Dispute Resolution Service adjudicator panels in Qld, NSW, VIC, TAS & ACT and Expert Determination panel nationally.

Russell’s expert reports have been tendered to assist in both adjudication, tribunal and court proceedings in Queensland.

Qualifications: FRICS, FAIQS, MSc.
Area of Expertise: Chartered Quantity Surveying, Project Management, Dispute Resolution.
